Is $16,000 to replace two HVAC systems a fair price?

Project Details

I purchased my home in Tennessee last September. The home inspection noted nothing negative about the HVAC other than its age. We used the HVAC sparingly last summer, and the heat pumps worked fine through the winter. This year, it's been hot, and we've had a couple of issues that required a technician to check the system. I'm uneducated on how HVAC systems work and was quite surprised by the quote. I'm trying to understand my options and am considering limping the system through the summer to potentially get a better price on new systems during the off-season. I will be getting more quotes, as splitting the systems up separately seems like a more financially feasible option. I'm currently deployed and trying to manage this for my wife and newborn son, which is challenging since I can't be there physically, and my wife is busy with the baby and working from home. I'm hoping the system will last until I can return in the fall to deal with it personally, but I really want my wife and son to be comfortable.

Quote Details

This quote is for a full replacement of two HVAC systems for my two-story house. The technician indicated that fixing the current lingering issues could lead to further problems, recommending a full replacement soon, though the system might last through the summer. The estimated cost for this replacement is between $16,000 and $18,000. The existing units are original to the house, built in 2004, making them 21 years old. - Downstairs Unit: Has ducting under the house. Current issues include a wire bundle that melded together and shorted a relay switch, causing the air handler fan to stay on 24/7. - Upstairs Unit: Has ducting in the attic. Current issues include damaged fins causing it to ice up, and it is slightly low on refrigerant that is no longer manufactured, making servicing expensive.
