Is $544 to install a surge protector for HVAC a fair price?

Project Details

I have an 18-month-old heat pump HVAC unit that works well. During a recent maintenance visit, the technician suggested several items due to dust and slight damage to the electric board from power outages. We experience 1-2 power outages a year. I believe the surge protector is important due to upcoming winter storms in North California. The electric air filter also sounds like a possibility because of the significant dust observed, and I have allergies and asthma. I'm also concerned about the Dual Starter Capacitor, as the unit is only a year old, but there has been intense road work outside my house recently, which likely caused more dust than usual.
