Is $400 to replace a flame sensor a fair price?

I was told the flame sensor wasn't detecting flame, but I observed a clear reason why it wasn't detecting flames. I'm a renter and not ready to pay for expensive repairs yet. I'm considering trying to clean the components myself. Gas pressure has been checked and is good. The second opinion technician checked the grounds and confirmed they are fine.
