Is $1,450 to repair the HVAC system by replacing control board and contractors a fair price?

My heat went out in early December, and the blower wouldn’t kick on. It was cold, and we have kids, so we rushed into hiring the first company with good reviews. They misdiagnosed the problem and installed a gas control board into our electric system, which caused the blower to not turn off. After further issues, they then misdiagnosed the problem again as the blower. We decided to get a second opinion from another company who found a short in the wires outside and also corrected the incorrect control board installation. The original company offered a partial refund of $726 out of the $1450 we paid for their incorrect service, and I am debating whether to accept it or request a full refund, especially since we had to pay someone else to fix the HVAC system and their mistakes.
