Is $900 to replace 14 inch motorized zone damper motor a fair price?

Project Details

I had my HVAC system (single unit/2 zone AC and gas heater) replaced in early spring because it couldn't maintain a comfortable temperature during hot summer months, even though multiple vendors said the old unit was working properly. The contractor I chose said there was an issue with undersized ductwork and increasing it would fix the problem. However, the new unit is performing worse than the old one. A representative investigated and noted the downstairs zone damper wasn't fully open. He thinks replacing it will correct the problem. The zone dampers and control board weren't replaced with the new unit, so they aren't under warranty. I think the quotes for replacement seem absurd, especially since a 14” damper with motor (Honeywell) is about $150 at the local supply store. Installation access seems relatively easy. I'm concerned this damper issue could have been the problem all along. If the contractor insists I pay, I'd rather get another contractor. The other zone (10”) is not suspect. Their current plan is to put a camera in the duct to look for anything binding the damper. Based on the numbers, I wonder if $600 would be reasonable for a complete replacement.
