Is $14,398 to replace a propane boiler with a Weil-McLain CGi-6 (including service plan) a fair price?

My propane boiler needs to be replaced, and I have hydronic baseboard heating. My propane bills were pretty high this winter, so efficiency is important to me. The highest quote came from my current fuel company and includes a service plan which is about $800/year by itself. I'm looking for advice on which option to choose.
