Is $11,000 to replace brand new indoor and outdoor hvac system a fair price?

I live in low-income housing and have been in my unit for 5 years. My dog peed on the 19-year-old AC unit, which has now failed. The unit has not received regular maintenance beyond filter changes. I am being asked to pay for a full replacement despite HVAC technicians being unable to definitively state the dog urine caused the system failure.
