Is $140 to recharge AC refrigerant a fair price?

My 12-year-old 12000 BTU monosplit air conditioning unit, which uses R407C gas, is not cooling effectively. The air is less and less cold each year, and now it takes about 4 hours to lower the house temperature by 3 degrees. A technician provided free pressure readings: the low (suction) circuit is 12 bars when off and drops to 1.5 bar after 10 minutes on. He suspects either low refrigerant or a compressor/clogged valve issue. The pipes outside do not have ice; the high-pressure pipe reaches 5C, and the low-pressure pipe is a few degrees below ambient.
