Is $13,000 to install a 3-ton Bosch 18 SEER heat pump unit a fair price?

My PG&E electricity bill is around $720 per month, and I’m trying to figure out why. My house struggles to maintain the set temperature and usually stays one or two degrees above it, especially when outside temperatures range from 98-105 degrees and I'm trying to get it to 76-78 degrees inside. I suspect the ductwork may also be contributing to the problem, as airflow is poor in certain rooms. I have a duct inspection scheduled for this Friday. The current Comfortmaker unit was manufactured in 2004 and was inspected under home warranty, which concluded it works properly with a 20-degree differential. The contractor who gave me the quote mentioned that the current installation was not done properly. I'm brand new to this home, having purchased it a few months ago. It just seems like a ridiculous cost comparing to friends and family with similar homes nearby. My windows are new and doors all have brand new seals. My water heater, stove, and dryer are all gas. I make sure electronics, lights, and fans are on timers and are off when away from home. This has led me to the conclusion that my AC, ducting, and insulation are causing the giant bill, and I am just trying to figure out how to tackle it. I think I’ll just skip the unit replacement for now and go with what is found on the ducting inspection and insulation.
