Is $2,000 to rebuild chimney from roofline with a stainless-steel flue liner a fair price?

I am having my chimney rebuilt from the roofline. My home is located in Maryland and the chimney is only for the oil furnace. I received two different quotes and am wondering if a stainless steel liner is necessary for an oil furnace compared to clay.
