Is $12,000 to install a 4 ton Bryant AC a fair price?

My AC went out so I’m quoting a replacement. One issue I have is the upstairs being a lot hotter than downstairs (which sucks because that’s where the bedrooms are). I’m asking if it’s possible to get a heat pump that has a variable speed fan to bypass the need for replacing my furnace, especially since I'm in Seattle and it doesn’t really get cold here. I'm also wondering if these quotes are high, as I live in an expensive neighborhood and feel like I might have been 'zip coded'. I wish I could do something about the insulation; I raised the ceiling in the master bedroom, added 5 skylights and sacrificed insulation in the process. It didn’t seem like a big deal because we’re in Seattle and it never gets too hot but it’s been brutal this summer.
