Is $2,700 to replace a flow control valve a fair price?

My boiler zone 2, which heats half of the upstairs and the basement, is not working. I've troubleshooted and determined the circulator pump is dead. The thermostats call correctly, the aquastat sends 120v to the pump, but the pump doesn't run. I removed the front screw and the impeller moves freely. I called an HVAC company, but the technician would not consider the pump as the issue. He messed with the flow control valve and said it was the problem, quoting $2700. I don't believe his diagnosis, as nothing in this scenario sounds like the flow control valve, and if it were, the circulator pump would also be trashed. I'm planning to get a new pump and switch it myself. There are 2 zone valves that tie to the dead pump, each with its own thermostat, sharing a return into the circulator. Zone 1 works fine with its own circulator pump and stat. I'm not impressed by this company as they refused to check the pump other than touching it and checking for power. I can open the zone valves, but they lead to a dead pump. If I fully open the top of the flow control valve and open the valves, the pipes slowly get hot, but it doesn’t actually seem to be circulating on the path of the dead pump. I later installed a new Taco 007e pump myself, and the heat is now working perfectly.
