Is $1,300 to replace a short-circuited Rheem AC compressor a fair price?

Today there was a little thunderstorm and the power dropped for a quick second. My AC stopped blowing cold air afterwards. The breaker flipped, and when I tried to reset it and turn the AC on, the AC clicks and flips the breaker off. My Rheem system is from November 2021. I'm at a loss right now, as we are having temps over 100 currently, and I don't have $1300 to spare. The first technician didn't check the fan, only the capacitor and the cable next to it when he plugged the AC and it tripped. He also didn't check anything inside the AC unit itself, just told me it was the compressor because it tripped and the voltmeter went from 50 to 0.
