Is $20,000 to redo all ductwork for existing HVAC system a fair price?

I bought a rebuilt house a few months ago, and it seems the previous company did very poor work, especially with the HVAC system. My AC is freezing up and can't cool the house when it's hot, and the zoning system isn't working. We've learned that the 16-inch duct sizing is incorrect for my 2800 sqft, two-story house, which has a 5-ton Goodman AC unit. I'm trying to decide between two solutions, both in the $20-30k range, and I'm not sure which is better.
