Is $100,000 to build a garage and mudroom a fair price?

Project Details

I hired a general contractor for interior work and to build a garage and mudroom. The GC is now claiming that the approved plans for the garage do not include insulation and drywall for the main garage walls, only for the mudroom, stating the main walls are framing and sheathing only. This seems off to me because the plans clearly mention "R-15 batt insulation" for exterior walls, and the contract includes "Interior Finishing: Apply finishes to interior walls and floors (e.g., drywall, epoxy flooring)". I did mention that I wanted insulation as I was planning on conditioning the space. I'm confused if the plans show drywall and insulation, or just insulation, and what holds the insulation in if there's no drywall.
