Is $400 to get a portable AC unit upstairs a fair price?

I recently had an energy audit done and the attic insulation is at about R13. Currently the upstairs is about 10 degrees hotter than the main floor. I'm debating between a $400 AC unit or about $1300 for attic insulation and air sealing.
