Is $8,120 to soundproof a flat ceiling a fair price?

I am seeking opinions on a soundproofing quote for my flat. I experience very bad impact noise from my upstairs neighbors, which vibrates the ceiling and causes thud-like noises. I've spoken to them multiple times, but nothing has changed. The ceiling appears hollow when tapped, leading me to believe the noise is amplified within that space. I've received a few quotes, and this one is the most reasonable and lowest cost. The company also has good online reviews. I'm wondering if a 50-60% impact/airborne noise reduction is expected with the MuteClip timber ceiling system and if the quote seems reasonable, as I wouldn't know how to do this myself. I am based in England.
