Is $2,800 to insulate basement ceiling with cellulose for sound dampening a fair price?

I am trying to insulate my basement ceiling for sound dampening because most aerial and impact sound can be heard between the basement and the main floor, and I rent my basement on Airbnb. The basement is finished, which makes things a bit tricky. I'm a first-time homeowner and not quite sure if I trust myself with a major project like this. I don't know what the city code requires, but I assumed the local insulation contractors would follow it. I explained the sound insulation problem to both companies. The quotes do not include finishing the ceiling, which I'm prepared to do myself as I've done it in the past. I'm also wondering if rock wool would require tearing down the existing drywall entirely.
