Is $3,300 to wrap crawlspace masonry with R12 insulation a fair price?

I am dealing with a mold issue in my crawlspace. My mold remediation company is asking me to decide between wrapping the crawlspace masonry with R12 insulation barrier or relying entirely on the subfloor's R19 insulation. I am unsure if the R12 wrap is worth the cost, as I don't think it will significantly affect my power bill, but I am open to other benefits. We are also taking steps to deal with moisture, including revamping the vapor barrier and going fully unvented. There is a dehumidifier in the crawlspace but no HVAC output. The company is asking for this decision after removing our current mold-filled insulation from the home's floor.
