Is $26,000 to install a corrugated metal roof with new decking a fair price?

My roof is done for. The previous owners and builders didn't know how to build a house, but I got it cheap. It's a quasi-earthship. The space between the ceiling inside and the roof is less than 6 inches for most of the house, which makes insulation difficult. I'm looking for advice on the best insulation to use. I'm paying $26,000 for the roof, but I don't have another $6,000 for insulation installation. I agree that options are limited.
