Is $9,500 to improve a crawl space with encapsulation and mold treatment a fair price?

I had a routine AC service today, and the contractor mentioned there was a lot of condensation in the crawl space. I've completely neglected the crawl space for a couple of years now, so I don't know its current condition. I want to get it encapsulated for peace of mind, even though it might not be all that bad down there. The walk-in height is about 2 feet, and the ground is currently covered in a plastic tarp, which might be an old vapor barrier from a previous owner. I'm also wondering if the dehumidifier is simply plugged in or if it needs to be strategically set up.
