Is $9,000 to supply and install kitchen cabinets a fair price?

My husband and I are in the process of planning and budgeting our kitchen remodel. We initially considered IKEA but decided against it due to the extensive DIY assembly required. My budget for the kitchen, including labor and cabinets, is less than $10,000, and I cannot afford over $20,000. We also don't have time for DIY. I'm looking for a place that offers financing because every contractor I've spoken to wants cash, and I've already taken out a HELOC for something else. Most contractors I've contacted want over $20,000 for the kitchen.
