Is $15,000 to pre-construction services for design and measurements a fair price?

I initially had multiple meetings and verbal assurances from the senior partner that a budget of $400,000 would be absolutely sufficient for all the work I wanted. Based on these reassurances and a strong recommendation from my neighbor, I proceeded with a $15,000 deposit for a 'pre-construction services agreement'. This agreement was for design, measurements, scans, and further definition of the project scope, as they stated they wouldn't give a full written estimate without these steps. However, after the deposit, the project was handed to a design team and project manager who claimed the senior partner's initial estimates were 'WAY off'. I am absolutely flabbergasted by a subsequent $170,000 quote for just cabinets and countertops, which seems excessive and contradicts the initial budget discussions. I am questioning if $15,000 worth of work has actually been done for the pre-construction services. I will be having another chat with the senior co-partner tonight.
