Is $11,100 to turn a small bedroom into a dark/moody library with built-in bookshelves a fair price?

We felt like $11k was pretty high for this project. This is also our first experience with anything like this. The fireplace is not in the room that is being renovated; it was just something else we wanted the contractor to look at while he was there. I'm wondering if this price is too high or if that's just how it is now.
