Is $500 to make and install bended skirting board a fair price?

I hired a carpenter to make and install bended skirting boards in several places in my house. He left a significant amount of white, elastic material on the skirting boards. I suspect it's acrylic or MS caulk, but he claims it's glue to hold the bend and needs to be cut off with a knife before finishing with wood filler and painting. It looks terrible, and I'm concerned it will be difficult to make it look good since it can't be sanded. I'm questioning his explanation and whether I should accept the job as-is, especially since finishing and painting were not part of the job. I've provided pictures for reference.
