
Is $500 to make and install bent skirting boards a fair price?

I had a carpenter make bended skirting boards in several places in my house. He left a massive chunk of white, elastic mass on them, which I suspect is caulk, but he claims it's glue to hold the bend. He says it should be cut off with a knife before finishing with wood filler and painting. It looks terrible, and I'm concerned it will be difficult to make it look good since it can't be sanded. I'm questioning his explanation about it being glue and whether I should accept the job in its current state, especially since finishing and painting are not part of the agreement.
