Is $1,000 to insulate attic a fair price?

I just bought my first home. The attic is not well insulated. My house takes forever to cool down with the windows open and with the AC on it still feels warm. I was confused by the contractor's statement that insulation only helps in winter, as I thought it helped keep heat out in the summer. My attic does not have an attic fan either. I'm asking if this contractor is telling me wrong info and how the price is from a homeowner expense perspective. I'm also wondering how an energy audit works, specifically if they check cooling and air sealing. I have Dominion Energy and believe they do something similar. There are rolls of insulation left by the previous owner, and I could potentially do it myself, but I'm a heavyset male and don't want to cause any damage, especially as a newbie.
