Is $6,500 to re-insulate attic a fair price?

I live in a 2-story house built 20 years ago in zone 9. The upstairs bedrooms are always hot compared to downstairs. After the re-insulation, the situation worsened, with bedrooms being 5-10 degrees hotter or colder than others. The contractor suggested a dryer vent cleaning, which I paid for, but they failed to return as promised. Upon inspecting the attic myself, I observed uneven and shallow blown-in insulation, rips in duct insulation, daylight visible through soffits, and a radiant barrier that is hanging and not installed at the highest point. The original plan was to use all batts, but the contractor switched to a mixture of batts and blown-in on the day of installation due to claimed space restrictions.
