Is $9,700 to replace front concrete steps a fair price?

Project Details

The house has a cubby directly under the front steps that is water damaged. Every time it rains, water seeps through. The contractor was highly recommended by neighbors and friends. Other contractors have declined the job because it is too small or complicated.
