Is $4,250 to repair a front door platform and step by applying mortar over the existing base a fair price?

I have a platform and one step leading to my front door. The base is covered with pavers to make it look nice, but they are falling off. Where they are falling off, the base looks chipped and falling apart easily. I'm worried that just slapping on new concrete would be a band-aid fix. One company showed up to assess the work in person, while the cheapest one only looked at photos I sent. I got three quotes total; a fourth person never followed up. My gut tells me to do it right and go with the second quote.
