Is $12,300 to replace garage roof a fair price?

I’m in Eastern PA and looking for input on a patio/garage roof replacement project. I have a small 10’x20’ patio that sits above my garage. It’s surfaced with 12”x15”x1”x1” flagstone and is a space we use frequently. The flagstone matches other areas of our hardscaping, so keeping the look consistent is important to us. Since we bought the house a few years ago, the garage roof has been leaking. We’re now ready to fix it properly. I had 4 companies come out: One declined the job entirely, saying they don’t handle roofs with patios above them. One gave a vague $32K estimate with little detail (from a smaller company). One said they’d only do the roof, and I’d need to hire someone else to handle the patio. The quote I’m leaning toward is from a well-established local company. It’s detailed and thorough. I understand that pedestal systems reduce roof stress and allow drainage, which is appealing, but the cost was definitely a shock. I would love to hear from anyone who’s done similar work—especially in the Northeast.
