Is $18,000 to repair stucco with a standard approach a fair price?

I am buying a home that has a small section of stucco on the front with water damage behind it. The sellers are unwilling to fix it, but I still want the house. They had 7 offers, so they are not budging on repairs. I have received estimates of $18,000 and $23,000 to fix it, with the $18,000 estimate not repairing as fully. I am wondering if it would be cheaper to just tear it down, replace the wood underneath as needed, and then cover it with vinyl or something else.
