Is $45,000 to replace stone stoop and re-side part of the house a fair price?

I think my aunt is getting fleeced. A guy walked up to her door from the sidewalk offering to fix up her stoop for $1,200. Then the whole stoop (3x4 stone) needed to be replaced for $12k. Then they found mold under the vinyl siding, so the front part of the house needs to be re-sided...and for that they want another $33k. So the job is now $45k. That seems outlandishly expensive. I'm not even sure they're licensed contractors, and I just found about this. The job is almost finished, do we have any recourse? They charged her $45k to build a stone stoop and put up siding on a 15x8 piece of the house. The siding is already coming off and hanging in places, they spilled bags and bags of concrete powder all over the paved walkway and all over the grass. There are pieces of garbage and rocks everywhere. The dumpster was full of all the materials they bought and uncharged her for, like 20 cinder blocks, an unopened box of siding, and all these bags of concrete. It's a complete disaster. They already bailed on the job two days ago. She had pre-paid $35k, so she just refused to pay them the final $10k. No contract. Just a check sheet that says $1,200 for the stoop.
