Is $17,000 to exterior house painting and siding repair a fair price?

I purchased my home last year, and the cedar siding had been long neglected. I hired a local company with great online reviews, and the estimator, Troy, made me feel confident the job would be done to the quality I was expecting, emphasizing workmanship and attention to detail. I wanted a job that would last, and was willing to replace siding if it was beyond practical repair. However, the entire job was completely subcontracted without any prior indication, and none of my detailed conversations with Troy were communicated to the workers. The prep work was rushed and sloppy, with a lot of paint, loose wood fragments, and dirt remaining. Caulk was slathered everywhere, blurring distinctions between trim and siding, and was used to fill damaged areas instead of wood putty. No primer or wood putty was used, despite being specified in the contract. Window frames and sills were not sanded as agreed. A week after painting, the paint on the aluminum downspouts, gutters, and patio door started bubbling because they used a product not rated for metal surfaces, despite assuring me it would stick. Old caulk was just caulked over, creating a mess, and the "french cut" I paid for on the vertical cedar siding was not done. A replaced stucco panel has a completely different pattern. I have only paid the 25% down payment. The company is demanding the remaining 75% before they will attempt to fix anything, but I have no confidence in their ability to rectify the issues. I've spoken to a lawyer and filed a complaint with the State. I'm considering using the remaining 75% to get gutter replacements and pay someone else to touch up the poor paint job, as I doubt the company will agree to replace the gutters/downspouts.
