Is $10,200 to remove popcorn ceilings and paint a fair price?

I'm trying to make my first home look nice and feel taken advantage of by this quote. I'm getting a second quote today and considering doing the main floor myself if the price is too high, especially for the high ceiling area. This work needs to be done before I move in.
