Is $5,000 to design and engineer a storm water management system a fair price?

I have a 0.7 acre property with a tiny stream from my neighbors backyard that ends at our fence. Last year during a bad storm the crawlspace flooded and then the sump pump broke so the basement flooded, also had some flooding in the garage. The grade of both my neighbors yards is pitched towards my yard.
