Is $9,000 to fix a pipe leaking under the concrete slab a fair price?

I have a pipe leaking under the concrete slab of my home. I signed a contract for the repair but can still back out as no work has started. I'm very suspicious of the quote because the plumber didn't use any equipment to detect the leak, and the price of $9000 seems arbitrary and potentially subject to increase. The plumber quoted the same $9000 price for two different repair methods: drilling through the concrete or re-routing the line through the garage, which makes me more suspicious. I'm concerned about being scammed, as this happens to me often. The cost is so high that I might be forced to sell my house to pay for it. I'm also frustrated that other plumbers require a fee for an estimate, and I'm trying to understand if this $9000 quote is reasonable. I've observed a small trickle of water where the line connects to the house, but the leak is significant (a gallon per second) and not visible elsewhere.
