Is $1,650 to detect and repair a plumbing leak a fair price?

We have noticed we are losing water faster than we should have in cooler weather over the past few months, and also noticed our yard was always really wet. I contacted a leak detection company and they wanted $650 to do the detection. I tried to save a bit of cash by carefully digging where the grass was damp (and algae was growing). I discovered what you see in the video. The leak detection company still wants $650 to detect which line its coming from. They also say it would be $600 to $1000 on top of that to do a repair. I don't know exactly where the leak is coming from, and even if I did, I don't want to try this myself given the damage I could cause. I *suspect* the break occurred when the pool company replaced a light under warranty - the line was really badly stuck, and I saw THREE guys pulling in the line to get it out. I wouldn't at all be surprised if thats the culprit. Especially since the leak doesn't seem to get worse if the pumps are on. If it turns out the leak is from that line, I could turn around and try to claim the amount from the pool company since they broke it. In any case, I need to fix it. Does $1250-$1650 to repair seem reasonable?
