Is $400 to add a hose faucet/silcock to the backyard wall a fair price?

I want to add a new hose faucet/silcock to the backyard wall for immediate access, as my current one is on the side of the building. I own a PEX expander/installer tool from a previous project. I'm wondering if I can just use a T-connection on the lower part of the existing lineset and utilize an existing shutoff. The quoted price of $400 seems excessive to me.
