Is $3,000 to replace water heater and upgrade vent a fair price?

This is all new to me and I don't honestly know. I also don't really know how to check. Basically, the water heater worked during inspections last November. Right when we moved in in late December of last year, it stopped working. I attempted to fix it in March (this is a water heater for just the 3rd floor which we weren't using so wasn't an urgent need to fix) by just igniting the pilot and it ignited. It started making some clunking noises. I did this at night and went to bed and the next morning, I saw it turned off again. I tried to reignite it a couple times since then and it hasn't worked.
