Is $11,000 to fix pool and spa issues a fair price?

My husband and I just bought a home with an inground pool and spa that was installed in the 90s. We bought in winter so could only get it partially inspected and knew we might run into issues when opening it. We paid a company to open it, but they couldn't get it running. We've had issues since the install and haven't received much help, leading us to learn a lot about pool/spa plumbing ourselves. I recently noticed the spa was more than half empty after turning the pump off, and I suspect it's due to a missing check valve on the spa return, which seems necessary given our spa sits 1.5-2 ft above the pool. This is after we already had to figure out that they mislabeled the valves for the pool main drain and deep skimmer.
