Is $15,000 to remove fiberglass steps and replace with vinyl-covered steps a fair price?

I have a vinyl pool with fiberglass steps. The steps are solid, but the paint is coming off pretty badly. I tried having it repainted when I had the liner replaced maybe 6 years ago, but they did a horrible job, hence the chipping paint. I will be doing another liner replacement in the future and am weighing my options. I mentioned to the company that a guy they recommended redid the steps when they did the liner and he did a horrible job. I'll probably have them out to get an estimate for future work as the vinyl-covered steps option seems out of my budget. I'm going to either have to buy new steps or remove them as the current ones have to go.
