Is $5,000 to replace fiberglass pool steps a fair price?

I have an inground vinyl pool with inset fiberglass steps. When I had a new liner put in about 7 years ago, my steps were solid but the paint was coming off. I wasn't in a position to replace them for $5000 at the time, so I hired a guy recommended by the pool place to fix them. He did a poor job; the paint didn't bond properly, and now the steps look the same as before. I'm planning another liner replacement in the future and am wondering whether to replace or repair the steps this time. I don't know what the previous repair guy used.
