Is $850 to perform full pool leak detection and comprehensive repairs a fair price?

I really don’t want a short term fix. I’m a bit concerned that he might just try and re-plaster the cracks and fix a symptom, but not the actual source. So I did some online research and decided that I was gonna pop off this protruding plaster to see what I believe is the shotcrete shell behind it. What’s the right way to fix this?
