Is $150,000 to build a pool a fair price?

Project Details

I started my pool project on November 1st, with a promised completion date of April 1st, but it's now mid-June and the job is still not done. I've spent $150,000 total so far, and this project has been a complete disaster. Multiple pool professionals have told me that based on what was done, this should have been a $200K–$220K build, suggesting the contractor underbid and is now cutting corners. I've refused final payment due to the many issues that need to be fixed. I am located on the central coast in California. The contractor is licensed. While his price for the pool build was in line with other bids (others quoted $170-175k and $200k), I chose him because he gave me a much better deal on concrete and retaining wall work, which was done well. My main issue is with the pool work. I am a disabled combat veteran and saved for 9 years to make this happen, only for it to turn into a disaster.
