Is $2,706 to add a second pump for waterfall a fair price?

My pool builder is recommending we add a second pump for our water feature. Our single pump (Hayward VS950) cannot run our integrated spa and the water feature at the same time, and it would be nice to have both running at once. We have an auto-cover, and on rare occasions, valves are known to get "confused" such as when there is a power spike. With one pump, the valve to the water feature could open accidentally, thereby emptying the pool onto the cover and potentially doing significant damage. Essentially, installing a second pump is a bit of "insurance". I think he got spooked a bit as another pool builder in the area had this happen and it essentially destroyed the entire fiberglass pool. I asked him to look into less expensive pumps, perhaps a smaller, single speed pump, and he's going to quote that.
