Is $3,700 to install a Hayward variable speed pool pump a fair price?

I recently bought a house with a 28,000-gallon pool that currently has a 1hp single-speed pump. While the current pump works fine, I want to upgrade to a Variable Speed Pump (VSP) to save electricity and reduce noise. I contacted the original pool builder for a quote and was surprised by the $3700 price for a Hayward VSP, especially since the pump itself costs around $1400-$1500 online. The builder justified the high cost by stating the electrical, plumbing, and programming are more complex, but I don't see the complexity, believing it looks like a standard electrical hookup and might only require minor PVC adjustments. I'm considering doing the installation myself due to the high labor cost, even though it would mean losing the full warranty. My pool is a traditional chlorine pool with a sand filter, and it doesn't have a SWG, automation, or a timer; it just has a simple on/off switch, which the previous owners left on 24/7. I plan to get more quotes, including from service-oriented companies, but I find the $2200 labor charge for a pump swap to be excessive. The builder didn't provide a specific model and wants to redo the quote, but warned it would still be more complex and costly than a single-speed pump. I suspect this might be a "we're too busy/don't want to do it" price, and I'm struggling to understand the justification for such a high labor cost, which the dealer couldn't articulate.
