Is $17,000 to replaster an inground pool in bad condition a fair price?

I am getting quotes for a plaster pool renovation. The pool is inground, about 20k gallons, and in pretty bad shape. It hasn’t been used in over a decade and was empty for much of that time, eventually filling up with rainwater which became an algae filled frog pond. The plaster is cracking and flaking badly. I think the bad condition is driving the cost up. My husband is having a bit of sticker shock at the price. I am also nervous about the mixed to bad reviews of other companies in my area.
