Is $12,000 to add 6 water/air jets to the pool bench a fair price?

I'm building an in-ground pool - 36X18, rectangular. The shallow end is 3.5' deep with a nice long bench. I'm not trying to create a full on heated "spa" in my regular pool, I just wanted the ability to have some jets while sitting on the bench and some bubbles. My pool company has said that they've never had this request, so I'm in the minority and wondering if it's not even worth it. I'm on the fence. The pool is heated and not open year round. The only reason I even considered this was because I have a second house and by code the pool there is very small, without room (non permeable area) for a spa. So, essentially, because the pool is a plunge pool the installer in this location said, "since we can't have both a hot tub and a pool, why don't I just make the shallow end like a spa for you with these jets." But this is a second pool in a completely different part of the country. Since this pool is so small we could easily heat it to the temp of a spa. If I don't do the bubble nozzles then I'm just relocating circulation jets to one side, and you wouldn't be able to see the circulation - so no aesthetic effect. If we do the bubbles that's a lot to pay for the look of bubbles in one end of the pool.
