Is $140 to monthly pool maintenance service a fair price?

I just purchased a home with a pool and am slowly learning how to manage it. I'm wondering if the big pool filter should be running constantly all summer and if this has a huge impact on electric bills. My pool is straightforward, not salt water, no heater, and no other frills. I'm looking for any newbie advice for maintaining the pool at a low cost. I'm mostly concerned with the impact on my electric bill. I'll have to double check the service cost isn't per week.
